Bio: Elene joined CSS in 2012. She is a PhD candidate at the Doctoral School of Political Science, Public Policy and International Development, Central European University (Budapest, Hungary). Her dissertation concerns higher education reforms in Georgia after the Rose Revolution. Her research focuses on quality assurance and university autonomy policies. Elene also holds her Master's degree in education policy from University of Pennsylvania (Philadelphia, USA). Broadly, she is interested in the impact of globalization processes on higher education systems of transitioning countries, observing institutional homogeneity, patterns of policy diffusion and peculiarities of policy implementation processes in these countries.
Elene has experience in institutional capacity building in the education system of Georgia, mainly in the field of quality assurance. She was actively involved in development of quality assurance system in the country through General Education Decentralization and Accreditation program. Elene also holds expertise in project monitoring and evaluation. For years, she monitored EU funded projects throughout the south Caucasus region.
