Our goal is to compare countries that had fully opened\nto foreign investors by the early 2000s \u2013 Estonia, Latvia (now EU members),\nGeorgia (considered by many as an example of best practice in reforms), and\nKyrgyzstan (where markets are stable but no major economic leap is expected in\nthe next immediate future) \u2013 with what have been identified as significant\nprospective post-USSR markets for the next ten years &#8211; Belarus, Kazakhstan,\nUzbekistan (all of which have shown a more concrete desire for economic\ndialogue in the past three years), Russia (its eastern region and, in\nparticular, Siberia, which has remained largely unexplored by EU companies),\nand Azerbaijan, a country that has finally started interacting in more concrete\nterms with the EU. <\/p>\n\n\n\n<p>Starting from an\nindividual research and training path, that will be tailored to each PhD\nstudent career aspirations, MARKETS researchers will engage in a collective\nteam-exercise to:<\/p>\n\n\n\n<p>1) construct a map of\nbusiness environments in the region. To do this, we will measure and assess\ncurrently available information against informal business practices, business\ncultures and foreign investment sentiments (with regard to relationships with\nthe authorities, other businesses, formal\/informal lobby groups and society) of\ncompanies operating in each target country;<\/p>\n\n\n\n<p>2) create, develop and\nwork to improve the sustainability of training programmes for future analysts\nto equip them with a deep practical understanding of the region, embedded in\nthe newest theoretical and methodological approaches.<\/p>\n\n\n\n<p><strong>ESR duties\nand responsibilities:<\/strong><\/p>\n\n\n\n<p>ESR will be enrolled\nat a PhD program at one of CSS\u2019s partner universities and will be assigned to\nwork on the project <strong><em>\u201cFiscal capacity, quality of governance and\ninformality in the Central Eurasian region\u201d<\/em><\/strong><\/p>\n\n\n\n<p>Project Focus &#8211; Conduct a cross-sectoral exploration of the\nrelationship between state budgets for a given sector and the level of\ninformality in that sector; collect new qualitative data and process existing\nstatistics; contribute to existing debates on informality (the applicant can\npropose one or more countries where data collection will happen).&nbsp; <\/p>\n\n\n\n<p><strong>Practical\ndetails:<\/strong><\/p>\n\n\n\n<p>The selected candidate will be enrolled in a PhD programme, be\nseconded to the target region for data collection. They will subsequently be\nseconded to a non-academic partner to gain hands-on work experience on how\nresearch skills can be used beyond academia for the benefit of the\ngovernmental, private or international development sector.<\/p>\n\n\n\n<p>The training is intensive and demanding but it is also what we call\na \u201ccareer accelerator\u201d. This means\nthat if you spent less than 12 months in Georgia (including if you have never\nbeen to Georgia) you are eligible.<\/p>\n\n\n\n<p><strong>Eligibility:\n<\/strong><strong><\/strong><\/p>\n\n\n\n<p>applicants\nmust hold a degree enabling them to enroll into doctoral studies by December\n2020 (usually a MA or MSc).
